Terms and Conditions for Event Ticketing – Wigan Council
1. General Terms
These Terms and Conditions ("Terms") govern the purchase, issuance, and use of tickets for events organised by Wigan Council. By purchasing a ticket, you ("you" or "your") agree to be bound by these Terms, which constitute a legally binding agreement between you and Wigan Council ("we," "us," or "our").
Each of you and Wigan Council shall be referred to individually as a “party” and collectively as the “parties.”
We reserve the right to amend these Terms at any time. Material changes affecting your rights or obligations will be communicated via the Wigan Council website or other appropriate channels.
These Terms shall be governed by and construed in accordance with the laws of England and Wales. Any disputes arising under or in connection with these Terms shall be subject to the exclusive jurisdiction of the courts of England and Wales.
2. Accounts and Access
To access certain services via Venue Toolbox, including ticket purchase, resale, or transfer, you must create an account.
- Each account must be associated with a unique individual and contain accurate, complete, and verifiable information.
- You must be at least 18 years of age to register.
- You are responsible for updating your personal details, including contact and payment information, via the official ticketing website or customer service.
- We will use your Venue Toolbox account details (or those provided at purchase) to contact you. It is your responsibility to ensure these details remain current and accurate.
- Please provide a valid email address and check your junk/spam folders for communications from us.
You are solely responsible for maintaining the confidentiality and security of your account credentials. We are not liable for any unauthorized access, transfer, or resale of tickets resulting from compromised login details.
If you suspect unauthorized access or a compromised account, contact us immediately.
You may request account closure at any time; however, closure will not be processed until all associated events have concluded.
We reserve the right to suspend or terminate your account at our discretion, including but not limited to violations of these Terms or other applicable policies. Consequences may include:
- Blocking access to Venue Toolbox or re-registration attempts.
- Cancelling orders or purchases.
- Refusing to honour pending or future transactions.
- Cancelling tickets associated with you or related parties.
- Exercising any other legal remedies available.
If your account is terminated due to misuse or breach, all licenses granted under these Terms shall be revoked, and no refunds will be issued for cancelled tickets.
3. Price and Payment
Ticket prices are set at the time your order is accepted. All advertised prices include applicable taxes and per-ticket booking fees but exclude transaction, collection, or delivery fees.
Some tickets may be subject to dynamic pricing based on demand. Once tickets are added to your basket, the price is fixed. No refunds or credits will be issued for:
- Tickets purchased at a higher price than previously advertised.
- Tickets whose prices are subsequently reduced.
Orders are only accepted upon receipt of full payment in cleared funds. We reserve the right to cancel any booking suspected of fraud.
Promotions and discounts are subject to availability and may be limited to specific price levels or performances. They may be withdrawn without notice.
Only one discount or concession may be applied per ticket and cannot be applied retrospectively. Discounts do not apply to packages or ancillary items unless explicitly stated.
If you pay an incorrect amount due to pricing errors or early access to tickets, we reserve the right to cancel the ticket and refund the amount paid, regardless of the cause.
Tickets may not be used for advertising, contests, sweepstakes, or promotional activities without prior written consent. Contact:

4. Refunds and Cancellations
All sales are final. Refunds are only issued under limited circumstances as determined by the Event Organiser or Wigan Council.
Before purchasing, please carefully review your event and seat selection.
If eligible for a refund:
- You will receive the ticket price, applicable Extras (e.g., parking), and service fees.
- Expedited shipping, merchandise, memberships, and other non-ticket items are non-refundable.
- Refunds are issued to the original payment method only.
- Timing may vary based on payment method and account status.
Donations are non-refundable, even if the attendee cannot attend.
Refund or credit requests are final once initiated.
If your account has an outstanding balance, refunds may be withheld until the balance is cleared.
You agree not to circumvent refund policies, including initiating chargebacks. Doing so may result in:
- Immediate ticket cancellation.
- Refusal of future purchases.
- Account restrictions.
Event dates, times, and venues are subject to change. We are not liable for travel, accommodation, or other expenses incurred due to cancellations or changes.
If an event is cancelled, refunds will be issued automatically once funds are received from the Event Organiser. You may be offered a credit option, which will be communicated to you.
If an event is postponed or rescheduled, tickets remain valid. Refunds or credits may be offered at the Event Organiser’s discretion. You will be notified of your options and deadlines.
If you cannot attend a rescheduled event and notify us within the specified timeframe, you may be eligible for a refund. Failure to notify within the deadline forfeits refund eligibility.
5. Event Attendance
You agree to comply with all Event Organiser rules, policies, and terms, including those printed on tickets or displayed digitally.
Tickets are revocable licenses. Admission may be refused or revoked without refund for:
- Breach of Event Organiser rules.
- Unsafe, disorderly, or abusive conduct.
Entry restrictions may apply. We are not responsible for denied admission due to failure to meet entry requirements (e.g., age verification, health protocols).
You and your belongings may be subject to search. Refusal to consent may result in denied entry without refund. Prohibited items may include:
- Firearms, alcohol, drugs, laser pointers, strobe lights, irritants, and containers.
Events are public. You may be recorded or photographed. By attending, you grant permission to Wigan Council, Event Organisers, and partners to use your likeness, image, and voice in any media for any purpose without compensation.
Event start times and artist schedules are subject to change. Admission for late arrivals is not guaranteed.
For virtual events, viewing is permitted for personal use only. You may not record, transmit, or share access.
Some productions may be loud. If sensitive to noise, please bring appropriate protection.
Venues may sell products containing allergens. For information, contact us or speak to venue staff.
